Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from various governments. Significant resources is devoted on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the hostile projectile won't cause damage this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that regional partners are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a assumption familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
